Social Security Schemes to Gramin Dak Sevaks : A small study
National Union (FNPO & NUGDS) Report to GDS Pay Committee & Directorate :
GDS ar deprived of the State Government welfare/ pension schemes which are available to common man, as the State Govt. consider the working/ discharged GDS as Central Govt.employee and reject their application on this ground.
There are several schemes launched by the Central & State Govt. for housing , health , emoyment etc. But the benefits of these programmes are not reaching to GDS and their family members because of their projected status as a Govt.employee.
For example in Andhra Pradesh & Telangana States , GDS are not eligible for issuing White Ration Card , medical re-embursement schemes like Aarogyasri & NTR Vaidhya Bheema , Housing schemes , childrens educational fee re-embursement , Old age pension etc. which were provided to all COMMON MAN living in these both States.
Therefore we are in the view , that the Central and State Governments not treated GDS as a COMMON MAN also.
Department View :
The GDS are not covered under CCS (Pension ) Rules,1972 and therefore , they are not entitled for any pension,GPF and other benefits . So, DoP has sympathytically designed some social security schemes to GDS i.e. Sevarance now called as Service Dischage Benefit Scheme (SDBS) ,Gratuity,Group Insurance etc.
Sevarance ( SDBS ):
For each completed year of service @1500/- up to 2011 and there after SDBS scheme is introduced . At present maximum amount payable to GDS to this scheme is Rs.60,000/-
Ex-Gratia Gratuity :
At present maximum amount payable to GDS to this scheme is Rs.60,000/-
Group Insurance Scheme :
At present insurance coverage of Rs.50,000 with a monthly subscription of Rs.50 is available to all GDS. But it is not a attractive scheme when compared to PMJJBY.
Committee Recommendations :
In the above said two schemes , the GDS Committee recommended 1.5 Lakh to Sevarence amount with delinking the SDBS and 5 Lakhs to Gratuity.GIS recommended for 5 Lakhs with a monthly subscription of Rs.500.
But according to latest information, Severance & gratuity schemes are recommended @1.5 Lakh by the Greatest Departmental Committee who knows everything about GDS System and also who are enjoying on the slavery deaths of GDS.No change of insurance coverage of Rs.50,000 in case of GDS GIS.
Conclusion :
Rules must made according to Labour Laws and Constitution of India
But, not with in the four walls of the AC ROOM according to Department wish.

GDS CIRCLE WELFARE FUND - ENROLLMENT - LOAN - FINANCIAL ASSISTANCE - GUIDELINES & REQUIRED FORMS
The Guidelines for Grant of Financial Assistance & Grant of Loan under Circle Welfare Fund for GDS has been issued by the Directorate vide lr. No.19-31/2012-WL/Sport dated 02-12-2013.
Important points Instruction:
>All the regularly appointed GDS as on record will become the members under this scheme.
>The GDS will have to fill in an application in prescribed format (Form-I) for joining in the CWFGDS and to submit the same in the Divisional office.
>Leave substitutes & provisionally appointed GDS in leave arrangement are not eligible for the benefits of the Fund.
>@ Rs.20- per month, a lumpsum of Rs.240- will be deducted in the monthly salary of every April.
>From Govt. side @ Rs.100- per year for one GDS will be added to the Fund.
>Applications should be sent through the Divisional Office.
>A Regional level / Circle level committee will decide the sanction of grant / loan
>Every quarterly months all the applications will be persuaded for sanction but not for death relief sanctions.
>Terms & conditions will be applied for sanction of grant / loan.
>Recovery of Rs.120- has been made in the salary of October 2013 for six months (i.e, from October 2013 to March 2014)
>Funds are also has been allotted to the Circles vide Lr. No.19-31/2012-WL/Sport dated 14-10-2013.
CWFGDS has three components for sanction of grant to GDS:
(i) Financial Assistance :
1. Financial Assistance to families of deceased GDSs to meet immediate expenses following death, irrespective of whether death occurs during duty / outside duty hours.
Rs.10,000/-
2. Death due to terrorist activity / dacoity while on duty.
Rs.1,50,000/-
3. Financial assistance in case of death of GDSs due to riots, attack by robbers & terrorists while not on duty.
Rs.12,000/-
4. Financial Assistance in case of death of GDSs while being on duty due to accident
Rs.25,000/-
5.Funeral expenses on death of GDS (payable in cases in which last rites of deceased GDS are performed by brothers or sisters or near relatives in the absence of any other next of kin)
Rs.5,000/-
6. Financial Assistance in case of major surgical operations in ailments, like Cancer, brain hemorrhage, kidney failure / transplant, heart surgery etc,.
Rs.20,000/-
7. Financial Assistance in case of accident of GDS while being on duty requiring hospitalization for more than three days.

8. Financial Assistance for nutritional diet to GDS suffering from TB (only once for a maximum period of six months, provided the GDS has put in at least six years of service & treatment is taken in Govt. hospital

9. Grant of scholarship under educational schemes to the children of GDS (as per existing terms & conditions)

■The Federal Working Committee held on 10.10.2017 at Chennai and discussed verification issues and unanimously decided to hold a Central Working Committee Meeting consisting Group C,P4 and NUGDS at Mysuru, Karnataka Circle from 13.12.17 to 14.12.2017.

Govt makes Aadhaar card must for post office deposits, PPF, NSC, KVP
New Delhi: The government has made biometric identification Aadhaar mandatory for all post office deposits, and Public Provident Fund (PPF), National Savings Certificate (NSC) and Kisan Vikas Patra (KVP) deposits.
Existing depositors have been given time till 31 December 2017 to provide the 12-digit unique identification number.
The ministry of finance has issued four separate gazette notifications making Aadhaar mandatory for opening all post office deposit accounts, and PPF, NSC and KVP deposits.
“Provided that where Aadhaar number has not been assigned, the depositor shall submit proof of application of enrolment for Aadhaar,” the notification dated 29 September said. Existing depositors who have not provided Aadhaar number at the time of application for such deposit “shall submit his Aadhaar number to the post office savings bank or deposit office concerned, on or before December 31, 2017,” it added.
The government has insisted on quoting Aadhaar for bank deposits, obtaining mobile phone and several other utilities to weed out benami deals and blackmoney. Last month, it extended the deadline for obtaining Aadhaar for availing government schemes and subsidies by three months to 31 December.
Earlier, those who did not have Aadhaar were asked to procure it by 30 September. As many as 135 schemes (of 35 ministries) including the free cooking gas (LPG) to poor women, kerosene and fertiliser subsidy, targeted public distribution system (PDS) and MGNREGA will be covered by the extension.
“As a result of the review of welfare schemes covered and to provide the benefits of such schemes to all eligible beneficiaries of the scheme, it has been decided to further extend the stipulated date in all such notifications up to December 31, 2017,” an order dated 26 September said.
The extension would also apply for Employees’ Pension Scheme of 1995, scholarships, housing subsidy benefit, stipend to SC/ST trainees for coaching guidance and vocational training, stipend to handicapped and Aam Aadmi Bima Yojana.

On 6-10-2017 Sri B.Shivakumar Asst., General secretary (NAPE Group C) alongwith Sri D.Theagarajan Secretary General (FNPO) met Sri Ananth Kumar Minister Of Parliamentary Affairs & chemical fertilizers and submitted a memorandum regarding Early implementation of GDS committee report, grant of Bangalore rate of HRA to within 8 Km radius of BBMP & AP Circle one time absorption to Circle office matters discussed in detail . The Minister assured to do the needful at an early date.
Also on 6-10-2017 Sri B.Sivakumar ASG, NAPE Group C alongwith SG FNPO met Secretary India Post and discussed the following issues.
1) Implementation of positive recommendations of GDS Committee report.
Reply. Except a few, all the other recommendations of the Kamala Chandra accepted by the Department, the file has sent for mandatory approval. Approval is awaited.
2) Implementation of cadre restructuring for left out categories, i.e , Postmaster cadre and Postal Civil wing.RMS, MMS, PACO.
Reply : The file is still pending with Ministry of Finance
3) Request to grant 7th CPC scale to Temporary status Group D officials
Reply: The matter will be referred to DOPT shortly.
Other P3 & GDS pending items with Directorate also discussed.

Today’s meeting held in postal board room. In this meeting official side Secretary post shri A. N. Nanda, Additional DG Mj. Ms Meena Dutta, Member (P ) Ms Achala Bhatnagar, DDG (Estt.) Ms Smariti Saran, DDG (SR & VP) and ADG (SR) were present.
From AIGDSU, General Secretary SS Mahadevaiah , Working president shri Rajendra Prasad, Asst. GS C.B. Tiwari & CHQ Treasurer shri Lakhavinder Pal Singh were present.
Secretary Post expressed his concern about GDS Employees and
business & future changes in GDS Service. He explained the developments taking place in GDS service conditions in last few years. He assured all cooperation & early clearance from Ministry of Finance. He said he will see this matter personally. If there is any issue on which AIGDSU is not agreed then department of post would consider these issues sympathetically with mutual consultation from time to time.
Our union raised many issues & given a letter in this regard to DOP. The letter is enclosed please.

Sub: Demands of GDS for early settlement.

While thanking you for convening the meeting today, we request your kind self to look into the following issues for early settlement of our demands.
It is most unfortunate that we were forced again by the administration/Govt. to resort to indefinite Strike from 16th Aug,2017. There was strong protest during Strike period all over the country against inordinate delay in settlement of our genuine demands, including modifications sought for by us.
Having accepted the Official committee headed by former Member (P), Shri.Kamalesh Chandra, it is not fair on the part of the administration to dilute any of the recommendations which are considered as positive and fair in the interest of GDS staff and the administration. In case our demands are not acceded within a reasonable time we shall have no other way but to resort to further industrial action soon. Every day GDS are retiring in one office or the other and facing lot of hardship because of illness in the family and other basic facilities and welfare measures. We wish to furnish two examples herein which are mere illustrations.
A GDSMP working in Shivamogga division in Karnataka, namely Shri.Mahadevappa is spending at least Rs.25,000 monthly on his wife’s medical treatment where the lady is undergoing dialysis for Kidney disorders. He gets nothing from the department where as a casual labor working for a private garment factory in the next bed is getting free treatment as he is covered under ESI. Most of our GDS in such situation are forced to opt death than to push their families to further financial crisis. This high time that the reality is to be realized by all concerned for taking proper action on the issue.
Similarly the past cases of Compassionate appointment rejected due to improper and unscientific conditions applied then. Most deserving cases of the past suffered rejection and they are knocking the doors of our offices, Ministers and also writing to the President to end the discrimination meted out in this regard. We have already furnished some examples and on the basis of it only the scheme is revised now. Hence we request your kind self to direct the CRCs to consider all such cases pending and cause to mitigate the hardships of those families. The GDS are the exploited lot of this department and craving for justice.
Service Discharge BenBenefit Scheme (SDBS) is not being implemented till Date. So many retired GDS officials are Facing hardships and financial troubles as they are not getting single rupee under SDBS scheme hence SDBS may bee implemented soon to reduce the grievances of retired GDS officials and their family members,
Hoping better understanding would prevail in settlement of our genuine grievances and demands and we sincerely appreciate such appropriate action of the administration in this regard.
